Teachers’ Overseas Placement Services for International Schools

The Faculty of Education at Queen's University is an internationally recognized leader of teacher education. Through our partnerships with international schools around the world, we offer our teacher candidates opportunities to experience international teaching through alternative practicum and career placement services, offered through our Teachers' Overseas Placement Services (TOPS) and Teachers' Overseas Placement Fair (TORF). 

For over 30 years, we have been hosting the Teachers' Overseas Recruiting Fair (TORF), bringing international schools to Queen's University to interview and hire thousands of teachers in schools around the world. TORF is an ideal portal that connects international schools with Canadian teachers, new and experienced.

TORF 2021 is being offered online through our Teachers' Overseas Placement Services (due to COVID-19) 

TOPS Membership

Our teachers' overseas placement services are available to qualifying international schools on a membership basis. Becoming a TOPS member allows international schools to hire unlimited number of Canadian certified teachers all year long through our online recruitment portal and our annual Teachers' Overseas Recruiting Fair (TORF), held at Queen's University in Kingston, Ontario, Canada.

To become a member of the Queen's TOPS, international schools must be accredited by at least one of the accrediting organizations:

  • AdvancED
  • Council of International Schools (CIS)
  • Middles States Association (MSA)
  • New England Association of Schools and Colleges (NEASC)
  • Accrediting Commission for Schools, Western Association of Schools and Colleges (ACS WASC)
  • International Baccalaureate Organization (IBO)
  • We also accept schools with provincial certification (Ontario, BC, Alberta to date).

Exceptions

  • Schools that are candidates for accreditation
  • Those schools who do not meet the above criteria but have used our services regularly in the past. We would grandparent these schools until there is a lapse in their use of our services.

Registration & Fees

Fees

Registration Fees

The annual membership fee for the first year (2020-2021) for a single school is $2000 CAD; multi-school membership (group of schools under the same management) is $3500 CAD.

The membership includes participation of one school administrator in the annual TORF (postponed until 2022). The fee for additional school recruiter is $250 CAD. Because TORF 2021 has been postponed, the membership fee has been discounted.

Placement Fees

There are no additional placement fees for hiring teachers or school administrators through TOPS or our fair. The placement fees are included in the annual membership fee. Schools may hire as many candidates as they wish during the term of their annual membership.

School Registration

To apply for the TOPS annual membership, schools must submit an online application. Schools who have been using our services in the previous two years will not need to go through this process in 2020-2021.

About our Candidates

Candidate Pool

Our recruitment portal (through Salesforce) consists of candidates who are available for online services and our on-site TORF (when it is resumed in 2022). The candidates attending TORF will be indicated in the portal.

Experienced (~75)

  • The minority of the teachers registered for our placement services are experienced teachers and will have Ontario or other Canadian teacher certification.
  • The academic and professional training of Canadian teachers is acceptable for certification in the USA.

Newly Graduating Teachers (~150)

  • Most of the teachers in this category will be graduating B.Ed. candidates from Queen's, with the remaining primarily from other Canadian universities.
  • Queen's is very selective regarding admission. Related experience is given equal weight to academics in the selection process for the B.Ed. program and, as a result, the graduates are older and more experienced than one might expect.

Schools which have completed the registration process and paid their fees will have access to our candidate profiles and documents. Registration opens in October.

Recruiting Guidelines and Employment Equity

Employment Equity and Human Rights Code

Queen's University has a responsibility for ensuring that Canadian Federal and Provincial employment equity guidelines are honoured at this event. We ask that school representatives consider both excellence and diversity when assessing the suitability of candidates. Selection criteria must be clear, flexible and relate to a candidate's ability to meet the requirements of the position. At Queen's, we can better serve the needs of both candidates and schools if we are informed of any unique host country employment policies and regulations that may influence the interview, selection and hiring processes.

All school administrators registering for TOPS and TORF will be expected to adhere to the Ontario Human Rights Code. During the registration process and upon arrival at TORF, you will be asked to indicate that you have read the document we provide and agree to this Code. Please review the document below prior to registering with TOPS and TORF.

Queen's University takes stewardship of the recruiting process seriously and require that the following guidelines are implemented by all school representatives who recruit through TORF and TOPS.

Please review these guidelines. During the registration process, each school representative will be required to indicate that they have read and agree to abide by these guidelines.

Friday, January 24

Interview Sign-Up Session

  • 7:30 pm - 9:30 pm in the Gymnasium of Duncan McArthur Hall, Queen's University.

Saturday, January 25

  • 6:30 am - 9:00 am and 11:30 am - 2:00 pm in the conference room in Duncan McArthur Hall.

Location and Travel Arrangements

Queen's University is located in Kingston, Ontario which is approximately halfway between Toronto and Montreal, and is due north of Syracuse, NY. The city (pop. 124,000) is adjacent to the Thousand Islands Region and is a popular summer tourist area.

There are several daily flights each way on Air Canada, between Kingston and Toronto’s Pearson International Airport. Excellent train service (a 2.0-2.5 hour trip) is available with VIA Rail from downtown Toronto, downtown Montreal, and from Montreal’s Pierre Elliott Trudeau International Airport. Other possibilities are car rental or limousine service at the Toronto, Montreal or Syracuse airports. We can advise on travel arrangements.
